This report (24 pages) examines the increasingly vital role of informal caregivers within European health systems. It highlights the challenges related to caregiver recognition and support, and explores how the role might be formalized through measures based on existing employment frameworks.

The report also sets out 10 rights-based principles to guide these measures while promoting fair, equitable and sustainable conditions for caregivers and all other stakeholders involved.

The content was developed following a series of consultations organized by the Eurocarers Policy Working Group between May 2023 and September 2024.
