Quebec’s health ministry, the Ministère de la Santé et des Services sociaux (MSSS), mandated the Institut national d’excellence en santé et services sociaux (INESSS) to conduct the study. The countries examined were selected for the following reasons: they had had an action plan on neurocognitive disorders since at least 2019; there was sufficient documentation on the matter; and their health system was similar to Quebec’s.
